The project site consists of two areas including Jianghe Tianyuan and Shabeizi both of which are attractive and popular places for mountaineering and related activities. Since rock climbing has been included in the 2020 Tokyo Olympics, the project aims to broaden its appeal by developing competitive events as well as tourism, entertainment, hotel, and business leisure facilities.

The plan comprises four core functions including rock climbing, aeronautics entertainment, outdoor adventure, and nature education. A world-class competitive arena and a national level mountaineering training centre will be developed. The project will strengthen the Quannan mountaineering brand and provide a foundation for developing the local sports, wellness and tourism sectors.
